What is different about basements in Kaukauna
Kaukauna sits on the Fox River. Census estimates show about 19% of its homes were built before 1940 and about 32% before 1960, a much older mix than Howard or De Pere. Older basements are more likely to have clear water connections to the sanitary sewer.
The city code says metering by the Heart of the Valley Metropolitan Sewerage District found an abnormal amount of clear water entering Kaukauna's sanitary sewers. The city links that to reduced treatment capacity and a risk of flooded basements, and it is rebuilding the public sewer system.
City sump pump rules and permits
Section 13.05 of the Kaukauna Municipal Code sets these rules:
- No groundwater, subsurface drainage or roof runoff may enter the sanitary sewer.
- Sump pumps discharge to a storm sewer where available. Otherwise they discharge to a conduit leading to a ditch, gutter or drywell, or onto the ground at least three feet from the building.
- Discharge may not flow across a public sidewalk or onto a neighbor's lot. From November 15 to April 15, discharge to grade must be directed to the backyard.
- A one- or two-family home on sanitary sewer cannot be sold until the building inspection department completes a clear water inspection. A buyer can close on a noncompliant home by filing a contract or accepted bid for the fix, proof of escrowed funds and a signed stipulation.
- After 30 days' notice of noncompliance, the city can bill a $50 monthly service charge.
The city's building permit page says permits are required for renovations and alterations regardless of value. Applications go through Cloudpermit. Section 14.16 requires drain tile, sumps and sump pumps in line with state code SPS 321.17.
